TCS holds a session “China-Japan-Korea Cooperation for Human Security in and after the Era of the COVID-19 Pandemic” at Jeju Forum 2020
On November 6, 2020, the Trilateral Cooperation Secretariat (TCS) convened a discussion session titled “China-Japan-Korea Cooperation for Human Security in and after the Era of the COVID-19 Pandemic” during the Jeju Forum 2020 held in Jeju Island, ROK. TCS Deputy Secretary-General CAO Jing delivered opening remarks and made a presentation about trilateral cooperation and the TCS in the session. The session garnered the attention of over 120 offline and online participants.
DSG CAO Jing spoke highly of the achievements of trilateral cooperation in the past 21 years and the three countries’ joint efforts in combating the COVID-19 pandemic. She introduced the efforts the TCS made to help relevant parties fight the pandemic and reaffirmed the responsibility and duty of the TCS to continue solidifying grounds for cooperation despite uncertainties brought by the pandemic. Highlighting that 2021 marks the 10th anniversary of the TCS, she underlined the TCS’ continual dedication to the enhancement of trilateral cooperation and regional peace and prosperity.
Appraising from the human security approach the three countries’ ongoing cooperation efforts against COVID-19, Prof. KIM Sang Kyou (Hanyang University, Korea), Dr. IJUIN Atsushi (Japan Centre for Economic Research, Japan), and Prof. ZHOU Fangyin (Guangdong University of Foreign Studies, China), together with the moderator Deputy Secretary-General ZHANG Zhongyi of Charhar Institute, discussed about the trilateral cooperation in nontraditional security management, economic recovery and pandemic control. They highlighted prompt policy coordination at the top level, shared principle of “putting people and life first”, establishment of fast-track lanes, provision of
emergency medical goods and selfless practice-sharing that led to reducing the impact of the pandemic by the three countries.
Regarding the future directions for trilateral cooperation in a post-pandemic era, the panelists suggested attaching more importance to each country’s economic policies and accelerating negotiations on the CJK FTA. They also emphasized the role of the TCS for cooperative norm and agenda-setting in the region, adding that the TCS shall strengthen its role in enhancing mutual understanding and respect among the three countries by fostering communication not only at the governmental level but also among the peoples.
