Others TCS Consultative Board Paid a Courtesy Call on the Ministry of Education, Culture, Science, Sports and Technology & the Cultural Agency of Japan

On October 3, 2022, TCS Secretary-General Amb. OU Boqian and Deputy Secretaries-General BEK Bum-hym and SAKATA Natsuko (collectively the “Consultative Board”) paid a courtesy call on Ms. OKAMURA Naoko, Director- General for International Affairs of the Ministry of Education, Culture, Science, Sports and Technology (MEXT) of Japan. The two sides exchanged discussions on youth and educational exchange, and potential TCS contribution to these fields.
Director-General OKAMURA thanked the TCS’ contributions to the CAMPUS Asia and the China-Japan-Korea Children’s Storybook Exchange programs. She conveyed special thanks to the TCS’ contributions to connecting the nearly 10,000 alumni of the CAMPUS Asia program through the CAMPUS Asia Alumni Network and expressed her sense of anticipation towards the TCS’ plans to launch a website for the network. She also acknowledged the efforts made by TCS to promote mutual understanding among the young generation through the Children’s Storybook Exchange program.
SG OU underlined that the TCS’ current focus is centered on cultural, education, and youth exchange, due to the large challenge that is declining mutual perception among the three countries. In relation to the CAMPUS Asia Alumni Network, SG OU expressed her willingness to hold the official launch of the website in Japan, in conjunction with the launch of the Trilateral Youth Exchange Network, TCS’ ongoing effort in building a new platform for long-term engagement among Chinese, Japanese, and Korean youth. SG OU also raised with MEXT a potential online consortium concept for the CAMPUS Asia program, which would expand the access to the education of the CAMPUS Asia program to a wider group of students in the three countries. She emphasized TCS’ vast experience with conducting joint studies, and that it would stand ready to assist the relevant ministries with research in considering such a proposal.
DSG BEK suggested that CAMPUS Asia can learn from the success of the Erasmus+ program in Europe, a similar student mobility program in the European Union. DSG SAKATA, noting the recent youth’s strong openness to various ideas and a strong urge to act, expressed the view that now is an opportune moment to invest in the youth.

Later the same day, the Consultative Board paid a courtesy call on Mr. TOKURA Shunichi, Commissioner for Cultural Affairs of the Cultural Agency of Japan. Both sides shared the view that cultural exchange is important for all three countries.
Commissioner TOKURA welcomed the in-person visit by the TCS, emphasizing the importance of face-to-face interaction is irreplaceable particularly in the area of culture exchange. In a similar vein, he noted the importance of direct interaction for the flourishing of culture, likening it to the sun and water for the flower which is culture and the arts.
SG OU introduced the TCS’ plans to continue supporting the Culture City of East Asia project, including upcoming plans to invite journalists and social media influencers to tour the three countries’ Culture Cities of East Asia.
