■ Outcome
•Discussed water-related issues under the theme of “Implementing water-related SDGs and sharing applicable experience”
• Recognized that Japan decided to formulate the SDGs Implementation Guidelines, SDGs Action Plan 2018, and proceed with appropriate follow-up
• Recognized that China has released the Country Progress Report on the Implementation of the 2030 Agenda for Sustainable Development in August 2017, and is promoting in full swing the construction of water ecological civilization, and will formulate national Water Conservation Action Plan, focused on the building-up of water infrastructure network with
special attention on key rural areas and weak links after water disasters, etc.
• Recognized that Korea has strengthened Smart Water Management tackling draught and flood, and also attaining water quality and power generation, based on its visionary policy and high technology.
• Decided to share the knowledge and experience learned on “Implementing water-related SDGs and sharing applicable experience” in three countries
• Endorsed the enormous contribution of China on the China-Japan-ROK Young Experts Symposium on Water Management Policy Innovation, held in December, 2015
• Endorsed the contribution of Implementation Roadmap and Action Monitoring System, the core follow-up action of the 7th World Water Forum
• Welcomed the opportunity to exchange information among three countries, which will be held to share applicable experience in our activities and to prepare brief reports of it in collaboration with Trilateral Cooperation Secretariat (TCS) as follow-up process
• Recognized the valuable contributions made by the TCS to the preparation of the 3rd Ministerial Meeting and support TCS to continue its role as a hub for trilateral cooperation in the water sector

■ Outcome
1) The three Ministers recognized that water policy innovation and reform should be promoted by each country in order to strengthen the core role of water resource in sustainable development, improve synergy among relevant government agencies and stakeholders, enhance the resilience of water infrastructure and attract more financial investment into water sector.
2) The three Ministers decided to share the knowledge and experience learned in water policy innovation initiatives by each country (the most stringent water resources management system in China, water cycle legislation in Japan, and Integrated Water Resources Management (IWRM) to effectively respond to water challenges in ROK) for improved water security in the three countries.
3) The three Ministers decided to make joint contribution to the Implementation Roadmap and Action Monitoring system in the field of water policy innovation.
4) The three Ministers welcomed efforts made by Trilateral Cooperation Secretariat (TCS) in hosting the Trilateral Forum on Water Resources under the framework of trilateral cooperation mechanism and support TCS to continue its role as a hub for trilateral cooperation in water sector.

■ Outcome
1) The three Ministers agreed to hold ministerial meetings every 3 years concurrently with the World Water Forum
2) The three Ministers signed on the Memorandum of Cooperation which states:
* Strengthen the existing bilateral and trilateral cooperation and integrate cooperation of governmental and non-governmental sectors.
* Enhance the coordination and collaboration in the World Water Forum and other international conferences and water activities.
* Promote exchanges and sharing of science and technology, information and experience on such areas as flood and drought management and disaster reduction, focusing on integrated river management and water resources management adapting to climate change.

Scaling up trilateral cooperation on water resource management

■ Outcome
* The three Ministers shared the importance of promoting trilateral cooperation on water management in response to climate change, rapid urbanization, demographic change and financial crisis
* The three Ministers shared the view to consider a) concluding a Memorandum of Understanding to start joint studies, under the fundamental theme “Integrated river management and water resources management adapting to climate change,” and b) holding a trilateral ministerial meeting when conditions are mature

■ Outcome
On the occasion of the 4th World Water Forum, the three countries held three joint sessions to discuss the issues of Flood management, River restoration in the Asian monsoon region and Water resources information system. They jointly delivered Message from Joint Sessions of the three countries to the Forum.
1) Flood Management
The three countries call for the action of central and local governments, and cooperation among multi-stakeholders, including civil society, private sector, scientific community, and the general public at the national level. The three countries encourage the sharing and exchange of data, information, knowledge and experience and further cooperation at the international and regional level among relevant stakeholders to reduce vulnerability and make the best prediction and
forecasting tools available to decision makers and water managers
2) River Restoration in the Asian Monsoon Region
The three countries suggested that the countries in Asian monsoon region shall establish the suitable methodology and technology for river restoration. They shared the importance of developing a database and an Asian network of projects and knowledge of international experts in river restoration in order to share experience and knowledge, as well as establishing river restoration guideline as a reference for countries with similar social and natural conditions
3) Water Resources Information System
The three countries emphasized that it is urgent to establish unified water resources information systems for integrated water resources management (IWRM). They shared the view that monitoring precipitation, water level, water flow, water quality, ground water and water use etc., are needed to facilitate efficient water management
