1. Shared the view that the trilateral cooperation is conducive to boosting regional economic development, leading regional cooperation and achieving peace, stability and prosperity in the region.
2. Agreed to make continued efforts towards acceleration of the negotiation process on the trilateral FTA and to promote the negotiation on Regional Comprehensive Economic Partnership (RCEP) Agreement to complete on schedule.
3. Shared the view that they would further cooperate in the fields of disaster management, environment, youth exchange and economy.
4. Reaffirmed the significance of strengthening policy consultations on international affairs such as counterterrorism, African affairs and Middle Eastern affairs.
5. Agreed to take advantage of the opportunity that they would successively host Olympic Games to share experience and carry out cooperation.
6. Shared the view that the repeated provocations by North Korea are totally unacceptable, and affirmed that the three countries would lead the efforts of the international community, including the UN Security Council.
7. Affirmed to build cooperative relationship within the multi-layered forum of East Asia and agreed to continue efforts for further integration of the ASEAN community. They also expressed cooperation for the G20 Hangzhou Summit to be held in the People's Republic of China in September.

■Outcome
1. Adoption of the 2007 Progress Report on the Tripartite Cooperation
The three foreign ministers agreed to adopt the 2007 Progress Report on the Tripartite Cooperation, which includes all the achievements made in 2007 by the trilateral cooperation in various fields and the report would be submitted to the Trilateral Summit for the final approval.

2. Agreement on promotion of 13 new cooperative projects
The three foreign ministers agreed to promote 13 new cooperative projects. These projects include drawing up an Action Plan for Promoting Trilateral Cooperation, establishing a cyber secretariat for the Tripartite Cooperation and establishing a Trilateral Policy Dialogue on Africa.

3. Discussion about the current state of affairs in key regions and around the globe
The three foreign ministers have evaluated the Inter-Korean Summit, and shared the view that a peaceful resolution of the nuclear issue is vital to maintaining peace and stability in the Northeast Asian Region. They decided to cooperate closely with each other for this cause. Also, they agreed that a reform of the UN and the Security Council was necessary in order to strengthen the capability of the UN.

4. Discussion on East Asian regional cooperation
The three foreign ministers agreed that the three countries need to play a constructive and active role in the East Asia regional cooperation. They confirmed the importance of clarifying the roles of ASEAN+3 Summit and the East Asian Summit so as to ensure their complementarity.

The three foreign ministers agreed that issuing a Joint Press Release on the 7th Trilateral Summit would be helpful to inform the public about the specific achievements of the Trilateral Cooperation. They reaffirmed the importance of the trilateral cooperation among the three leaders.
2) Adoption of the 2005-2006 Progress Report on the Tripartite Cooperation
The three foreign ministers reviewed the progress of the trilateral cooperation in various fields, adopted the 2005-2006 Progress Report on the Tripartite Cooperation and agreed to submit the report to the Trilateral Summit held on January 14, 2007. The report was approved at the Summit.

2. Discussed Ways to Strengthen the Tripartite Cooperation
1) Agreed to hold independent foreign ministers' meeting regularly.
The three foreign ministers agreed to hold the Tripartite Foreign Ministers' Meeting regularly at least once a year to speed up the systematization and substantialization process of the cooperation among the three countries, and decided to hold the initial meeting in the ROK in 2007.
2) Reviewed the concrete projects to be presented to the Trilateral Summit
The three foreign ministers discussed the specifics of the projects that would be presented during the Tripartite Summit such as the initiation of negotiations on the investment agreement, the designation of year 2007 as the Year of Cultural Exchange, setting up a consultation mechanism among senior foreign affairs officials (Deputy Minister), the implementation of an energy strategy dialogue, and a joint response against the dust and sandstorms problem.
3) Regional and Global Issues
The three foreign ministers share the view that a peaceful resolution of the nuclear crisis is crucial in safeguarding the peace and stability in the Northeast Asian region. Therefore, the three countries and other countries have decided to closely cooperate in order to reap real results like the swift resumption of the Six-Party Talks, and faithful implementation of the 9.19 Joint Declaration in a near future.

1. Agreed on the Action Strategy as a follow-up measure on strengthening the tripartite cooperation
The three foreign ministers reached an agreement on the follow-up measure to the Action Strategy, which was adopted during the Trilateral Summit held in Laos in November 2004 and agreed to strengthen real cooperation among the three countries through a faithful application of this Action Strategy.

2. Agreed to Strengthen Economic and Cultural Cooperation
The three foreign ministers agreed to encourage cooperation in protecting intellectual property rights, strengthen cooperation for securing a legal framework for investment and intensify research on the economic benefits of the trilateral FTA undertaken by the research institutes of the three countries.
The importance of the energy cooperation among the three countries was stressed. Also, the ministers exchanged views on strengthening cooperation and exchange among the three countries in the fields of culture, civil exchange and tourism.

3. Discussed East Asian Regional Cooperation
The three foreign ministers exchanged their opinions on the recent progress of ASEAN+3 and the East Asian Summit (EAS) held at the end of the year 2005. They urged to clarify the relation between the ASEAN+3 Summit and the EAS (East Asian Summit), and to respect the ASEAN member countries' leading role in the EAS. They agreed to take the East Asian community to another level by closely cooperating with ASEAN member countries.

4. The nuclear issue and UN reform
The three foreign ministers shared the view that the nuclear issue should be resolved peacefully through diplomatic means such as the Six-Party Talks and emphasized the need for its earliest possible resumption to achieve the denuclearization of the Korean Peninsula. They also agreed to work more closely together to secure the peace and prosperity in East Asia. They also discussed
UN reforms.

Cooperation
The three foreign ministers adopted the Action Strategy on Trilateral Cooperation (ASTC) and the Progress
Report on the Trilateral Cooperation, which were drawn up following the Joint Declaration of 2003, and
decided to submit them to the Trilateral Summit held on November 29th, 2004.
2. Review of the Trilateral Cooperation
Japan showed interest in the promotion of investment agreement and installation of a working group on
intellectual property rights. China confirmed the hosting of the top officials meeting of three countries'
seismic authorities and the Science and Technology Ministers Meeting. ROK expressed contentment with the
fact that the launching the Energy Strategy Dialogue was included in the Action Strategy.
3. East Asian Regional Cooperation
The three foreign ministers shared the view that the East Asian community should be gradually promoted as a
long-term goal of the ASEAN+3 framework, and that in the process, three countries need to cooperate so that
their opinions can be reflected while respecting the ASEAN's leading role.
The three foreign ministers agreed to hold the inaugural East Asian Summit in one of the ASEAN member
countries, if a consensus to do so would be reached inside the ASEAN.
4. International and Regional Issues
1) The nuclear issue
Regarding the nuclear issue, the three foreign ministers agreed that the Six Party Talks should be held in the
near future and decided to cooperate for its swift resumption.
2) UN reform
The three foreign ministers have expressed their support for the UN reforms which will enable them to deal
with various issues efficiently under a fast changing international environment. China mentioned that they
welcomed Japan and ROK's actions to play more important role under the UN framework.

The three foreign ministers discussed the future direction of the Three-Party Committee, and agreed that the committee meetings should be held more than once a year and every country should take turns hosting it and that the delegate group of the committee should include delegates from related government ministries.

2. Agreed to draw up an Action Strategy on Trilateral Cooperation (ASTC) and a Progress Report on the Trilateral Cooperation
The three foreign ministers agreed to draw up a Progress Report on the Trilateral Cooperation about the current state of the cooperative projects and an Action Strategy on Trilateral Cooperation (ASTC), the outlook of each project. Also, they planned to submit these documents to the Trilateral Summit meeting expected to be held in Laos in November 2004.

3. Reviewed the Progress of the Trilateral Cooperation, and the East Asian cooperation
a) The three foreign ministers evaluated the cooperation on the joint study on FTA and the modality of the investment agreement as well as cooperative areas where Ministerial Level Meetings were being held (foreign affairs, finance, economy, trade and commerce, IT, science and technology, IPR), and agreed to consolidate the cooperation. They also discussed the need for cooperation in energy.
b) The three foreign ministers evaluated ASEAN's leading role in regional cooperation, and shared the view that they need to pursue the development of the East Asian community.

The three foreign ministers had a deep discussion about the current state of affairs such as the nuclear issue.
