- Improve energy security in the region by jointly developing energy-efficient technologies and setting common standards for energy consumption.
- Develop a low-carbon, circular economy in the region by promoting model bases across the three countries.
- Boost trilateral cooperation on biodiversity in the region in collaboration with the international community.
- Establish a Northeast Asia network for exchanging information and advanced technologies on resources including natural gas and oil.
- Strengthen regional cooperation to respond to natural disasters and emergencies in the region.

- In order to have a successful RCEP (Regional Comprehensive Economic Partnership) and highquality Trilateral FTA, the three Parties should start with feasible areas;
- Closely watch over global economic situation and possible financial crisis, to build “Asian Monetary Fund” (AMF);
- Increase the amount of contribution of each country to the “Chiang Mai Initiative” (CMI) respectively;
- Develop “Asian Bond Markets Initiative (ABMI)” for raising trust of private companies, as well as to build “Asia Infrastructure Fund” among the three countries;
- Responding the rapid aging of population and employment issues among the three countries, explore solutions to address the shared challenges;

• Environment & Energy
- Acknowledging the energy security as the shared concerns of the three countries, cooperate in securing nuclear energy safety through trilateral cooperative mechanism;
- Encourage the manufacturers with preferential policies on the import and export of energy efficient products, in order to improve the energy efficiency and use of renewable energy;
- Cooperate on standardization of energy efficiency and environmental technology and explore the possibility in the development of shale gas;
- Take effective actions and sharing techniques for environmental protection from such transboundary pollutions as PM2.5;
- Study more on measures for global warming, CO2 reduction and better living environment;
- Conduct joint study on biodiversity protection and establish a study committee on the Arctic Ocean development cooperation;

• Culture, Education & People-to People Exchanges
- Conclusion of compiling the “Draft Chart of Most Commonly-Used 800 Chinese Characters among the three countries”*; Experts from three countries will further discuss and interpret the Draft the Commonly-Used Chinese Characters*;
- Promote direct exchanges among the youths and foster the exchanges of next-generation leaders of the three countries;
- Cooperate in training of technical experts;

* The Chart was compiled in accordance with table of frequently used contemporary characters of the three countries. There are 801 characters from China, 7 of which are less frequently characters; 710 from Japan and 801 from South Korea.
The Chart consists of general table and comparison table: the general table lists 808 traditional characters, sorted by Unicode; the comparison table lists and compares characters in three written languages.

* International Academic Symposium to compile the Chart of Commonly-Used 808 Chinese Characters among the three countries was held in Beijing, China on October 23 to 24, 2013. Experts of the three countries agreed on the Chart of the Most Commonly-Used 808 Chinese Characters among the three countries. This final version will submit it to the 9th NATF for an
official release.
